Title: Initiate a proposal to destroy public market accounts. Please support it.

The preliminary proposal is that the current public account can not be adjusted because it enters the blasting pool. After the blasting pool is eaten in the later stage, the charging for eating from the system is continuously destroyed to reach the blasting quota. How to get the follow-up account is discussed separately.
