Three committee proposals are created to update bitCNY, bitUSD and bitEUR.
1.10.34553 set bitCNY reward percent to 80%, market fee to 0.1%.
1.10.34555 set bitUSD reward percent to 80%, market fee to 0.1%.
1.10.34565 set bitEUR reward percent to 80%, market fee to 0.1%.
All the three proposals will expire at 2019-7-1 00:00:00 UTC.
The 80% reward percent and 0.1% market fee can help to
1.generate enough incentive for referral.
2.add more value to LTM, as LTM will actually need only to pay 0.02% fee and have chance to get good referral reward.
and at the same time, 0.1% is not too high a fee rate, it is still a normal exchange fee rate.
Committee members, please check and vote according to your opinion.

Does this utilize vesting balances as referrals currently do? Note vesting balances are currently only denominated in BTS, not bitCNY or bitUSD.

Who is the biggest beneficiary from it? the LFM? do you think so?

需要给点时间让理事们批准，GUI发修好bug的新版，GDEX也要升级红包功能把这个集成进去，总之需要做的事情还很多，不急这几天。

Afterwards Bitshares gets only 0.02%, what a LTM has, to pay.

if the bitshare only live because of gateway, it should go to die, because it will be CEX, not DEX.
The gateway had charge fee from their service, now they want the profit from the service they didn't provide？

The borrower by getting an interest free loan.
I don't know any other exchange which is giving interest free loans.

If the bitshare only live because of gateway, it should go to die，because it will be CEX，not DEX.
Bitshares will be back on top where it belongs.

I am considering to change the market fee referral reward from 80% to 60% for this 3 smartcions.
because:
1. BTS need more income, now bitCNY income is much lower than months ago, this change can double the market fee income of relevant smartcoins(means from 0.1%*20% to 0.1%*40%)
2. market fee paid by LTM change from 0.02% to 0.04%, it is still very low.
3.60% sharing to referrer is still a very high incentive.
Thoughts?

None of the external entities benefiting from this have expressed their opinion on this, or any kind of feedback. I am in favor of this change, I would like to hear opinion of those entities who might also be able to provide statistics.

Thoughts?
I am against increasing market fees, but until BitShares has enough income sources, this is a good short term fix.
