Title: if the hacker stole NXT form bter ask for BTSX (TITAN),can it be tracked?

the hacker  give id  or address? is there any difference?
if give an  id
"blockchain_get_account  " can get "Owner Key "   is that the address?

then  bter send such as 10000 btsx to the address
when the hacker use these btsx,would it be possible to be tracked under TITAN?

no its not .. in titan the owner key is used to derive a new address (stealth address) to which the amount is transfered ..

in practice .. every transaction goes to a new address

Exactly. If you know the address it's already burnt. That's the beauty of TITAN, usually for the better.

You can still follow the money but will not know username.

Have any devs worked with BTER to help them ensure they are following best practices regarding storage of BTSX?

This is surprise to me, because bter are showing their professional tech knowledge in this area.
