Title: Why does delegate pay rate keep decreasing? [resolved]

why does
"blockchain_delegate_pay_rate": "1.34714 BTSX",
keep decreasing.  Whats the algorithm?  Haven't transactions and thus fees increased?

I just decreased the payrate of my delegates by 20% .. hence that payrate is also reduced

The big transaction that generated the most fees was asset registration.  It is still burning through that.  The block explorer shows an average of less than 1 trx every 10 seconds, so we can expect delegate pay to approach 0.5 BTSX until things pick up some more.

each block pays TOTAL_FEES_COLLECTED/(12*NUMBER_OF_BLOCKS_PER_DAY).
total fees collected is almost entirely from creating new assets (since it is the singular most expensive transaction one can make). People haven't made assets in a while
