Title: Inactivity fees on bitassets?

Is there an inactivity fee applied to bitassets? It would only make sense to have such a feature if the delegate voting took bitAssets into account when voting, but I think it's only BTSX? That right?

No inactivity fee implemented at this point in time.

Something i'm not massively clear on - if I became one of the 101 delegates, i've heard it's possible to raise the fees - would it be possible to do so if I had a legit reason? (Say distributing the fees out to users).
