I'm trying to find the proper sub-forum for this so I can get the answers required.
I'll post the questions here again for your convenience.

Who owns the forum?
Where are the forum rules ?
Who decides if a post/topic should be moderated? What criteria is used about that?

I'm not as concerned about the fact it was locked as I am concerned about the fact there was no response whatsoever.
Neither from the person locked the topic nor from the person unlocking it.
