BSIP 41 和 BSIP 42 迟点应该有工人提案让社区投票通过 （不是11个理事投票过半）。目前通过工人提案需要至少2亿7千万BTS的票, 而根据国安的提案来看中国区只有1一个亿的BTS票, 另外1亿7千万需要老外支持才能通过。

When Smart coins are running with Premium:
I believe adjustment up to from median of witnesses' price feed is acceptable. However if adjust the price over 10%, community may consider it as bad witness.

Change it back 0% rather than -1% -5%
