That's delegate pay rate. I believe bytemaster was talking about network transfer fees. How much is charged for transfer.

A side effect of paying variable interest to BitUSD holders, which depends on income levels generated by BitShares X, would be that holders of BitUSD would have incentive to promote BitShares X to others, becoming a special kind of stakeholders in the system.

I updated delegate node registration as instructed. However I think manually publishing versions is unnecessary and should be done automatically by node itself on upgrade. This would avoid unnecessary, error prone actions by delegates.
