Can somebody explain what registering as a "delegate" means?
Registering as a delegate costs extra: 6.34291 BTSX
Pay rate, 0-100

what does pay rate mean and why does it have 50 as default?

I'm trying to register account but it says i need funds, when i try to withdrawal funds from exchange it says name not registered..

On the wallet I press register but it says "in order to register please fund your account"
On the exchange I press withdrawal and it says account not registered...

Please help
