The system already has an inactivity fee built in to it. That will boost the value of existing rainy day funds as well as everyone else's assets.

Excellent! What are the properties/rules of the current inactivity fees?

5% a year only after a year of inactivity. Activity could be as much as sending your shares to yourself. It is meant to penalize people who don't vote for delegates once a year as a transaction is also a vote.

When I try to register it doesn't work.
Across the bottom of the client it says

RPC Server error: In method 'wallet_account_register': Assert Exception (10)

What should I do?

So it seems to me that as the space kicks off it will be exceedingly simple to have your AGS compromised. As soon as a private key is compromised it becomes a race to claim the equity every time an airdrop happens. There is a huge incentive to try and compromise AGS addresses. I think that this will probably take the form of non savvy users being enticed into "claiming" shares from fraudulent DACS.

I don't have any answers, just seemed like something that needs to be discussed.

1 - You are an invictus employee, right?  Your intro just seems odd to me.
