As long as you are not connected to the network you do not download any blocks:
  "blockchain_head_block_num": 0,
as long as you don't have any blocks, you can't actually "rescan" the blockchain (since there is none)

I repeat: please make sure you have no firewall setup that prevents the client from connecting and let the client run for QUITE SOME TIME!!!
@xeroc I think that '176.9.234.166:13750' node is not alive, since it's not responding at this port. Maybe something wrong there. //Edit: the correct port of this node is listed below.

Are the tags correct?
2.0.151027 is a lower version number than the previous release 2.15.294

that causes problems for people with automated version checking, and is different than the previously announced versioning system
Apparently 294 which is day-of-year is harder to read. 151027 is a date but easier to read.
I wonder why not use 2.15.1027 for better compatibility.

Restarted.
A node with Debug build took 461 seconds to re-index.
Another node running with Release build took 126 seconds to re-index.

Do we still need to restart if it's already started with --replay-blockchain? Do we need to restart with --replay-blockchain every day or somewhat interval?

Fee pool is meant to be funded by the issuer.   Funding it is a donation to the issuer.

I don't get it now. What happens with fee which I am charged per placing an order? Does the guy who funded the fee pool get reimbursed?
When you placing an order, you pay fees in the currency which you sell, for example if you sell USD, you pay fees in USD. The system convert your fee to BTS at the price core_exchange_rate, that amount of BTS is deducted from the fee pool and paid to the network. I don't know who got the USD you paid though, maybe it's the issuer.

     Five developers are actively working on GUI / Utilities for the wallet.  (James, SVK, Valentine, Cass, Xeroc) located in FL, VA, Germany.

bts2 github releases a new tag.  I sent out an alert to both telegram and slack groups. Any witnesses and devs can send out similar alerts in future.
But isn't it a pre-release, not a release?
