There are four partners:(1)voter (2)delegate (3)fund holder (4)fund dealer
"Fund dealer" give funds to "voter(who vote to some delegates)".
"Delegate" give some dividends to "Fund dealer" (after in 101).
"Fund dealer" create buy wall for " fund holder".
