I can confirm that  jademont and I will take the responsibility of reviewing the events relevant to exchanges in Asia, we hope the committee members from western world can also do that in their area however this still need confirmation, we'll try to help if possible.

if not all 9M BTS will be paid out, what  left will be refund to the reserve pool or kept in committee account.

the OMO worker is now voted out, later the left vesting balance will be transferred out and only one single committee-account owned worker will be left and the account will be transparent. if later there will be more committee controlled worker, we can create a specific account will is controlled by committee-account and handle the worker independently.

To be more specific about the first point, all committee members should take responsibility on judging, just the Chinese committee members (bitcrab jademont abit ebit still) are more familiar with Asia exchanges so that they should take more responsibility.

However, I expect a wider discussion about the details to make this bounty more fair and more transparent while it can really incentivize people to do the job.

However, I think the importance gradually decrease when more and more exchanges list bitCNY/bitUSD, thus it is not wise to pay lobbyist same amount of BTS all the time. That is to say, for top 10 exchanges, if one of them list bitCNY, it means a lot to us, but after 3 of them have listed bitCNY, we don't care so much whether the rest 6 exchanges list bitCNY or not. After all, even BTS is not actively being traded on all of them.

In my opinion, we should set a bounty with a upper limit, let's say 2 million BTS. The first top 10 exchange which list bitCNY will get rewarded like 500K BTS, the second 300k, third 200k, etc.. while the exchanges that are beyond of top 30 or 50, we have no interest.

Seems very promising!

I have a big concern, if implementation of this BSIP will put the network into hands of major stakeholders. Obviously, most of the users are not interested in things like voting, politics, etc - they just use the service. This means that as soon as those votes will decay, we end up with only major stakeholders (having big amount of BTS) are actually voting. This may kill decentralization (which is quite weak even now), and turn Bitshares into private blockchain, owned by several major whales.

The situation will not be worse than now, as a lot of shareholders never vote.
