The vote is likely from btc38 who moved their cold wallet balance from one account to another.
They recently moved 160 million bts.
They probably left the default vote option as "vote random set of delegates" when doing the transfer.
Who can confirm with them and have them reset the votes?

I suggest we remove "vote randomly" from the client. Because it is doing no good but just messing up things.
By default it should be "vote for nobody".

Having vote and transfer in the same operation is confusing. I always fear that if I got a typo in voting then all my balance will go to an unknown account. So I do not update my vote often.

General Discussion / btc38 reports that the no-titan account balance is not correct

Their cold wallet btc38-public-for-bts-cold is supposed to have 251 million bts. This is a no-titan account, but the balance returned by the client doesn't match what they say.

Does any developers receive their official report?

Here is the cold wallet balance from btc38 website
用户总余额(balance)：251396163.84645，时代冷钱包地址(cold wallet account)：btc38-public-for-bts-cold

Following are from the weibo thread:

Btc38 say they have transferred over 160m to the cold wallet. But by the time alt check it, it only displays 45m. And btc38 reports that it is a bug, they can see different balance of this account on different machines.

这样可以确保"长期"发展，但是是否健康就不一定了。

Yes, dacx.com will issue real stock backed assets for Chinese investors. The stocks include BRAK, AAPL, TSLA， GOOG etc.
Funds are collected through crowd funding, i.e. by selling user issued assets (UIA), Each share of the UIA represents a certain portion of the real stock.
UIA can be traded in on-chain or off-chain market just like any other coins.

This is a great step that makes it much easier for Chinese investors to invest on US stocks.
