HTLC实现超级简单，但要应用起来很难。好多钱包和交易所都不支持htlc，转账都是直接到账。

目前先提议一点：
功能：黑名单白名单添加对应功能。对于转账操作，如果在目标账号的黑名单内则禁止向目标账号转账。如果目标账号设置了白名单则仅允许白名单用户向目标账号转账。
作用：1、可以一定程度阻止收到垃圾资产。2、账号操作记录不会被垃圾转账覆盖，可以用自定义操作等大大扩充BTS用途。
