You are referring to the com members' proposal then. Please vote for the committee members in this list - https://bitsharestalk.org/index.php/board,102.0.htmlbitcrab and clayop are voted-in ie they are active members. The rest - fav, mindplux, bhuz, puppy and bitcube are not voted yet. The non-active members need to be voted in and replace the inits in order to activate the proposal you are looking for. To do so, we need support from BM and/or other big stakeholders.

If you are talking about BM's proposal then I am on the wrong page.The com members' proposal can only be voted in by the active (ie voted-in) committee members if they have > 50% members supporting it.
