Suppose I have an idea that I think would make a good DAC.  What is the process to bootstrap and run a new DAC?  Is any specialized knowledge (e.g., computer science) necessary, or is it possible for a non-technical person to get a new DAC off the ground?

A non programmer needs to find partners to help design and implement it.
