But how to control? Who will control the private key of the delegate account?

some new guy who want to run a 100% delegate, It's hard to trust them immediately.
they can apply for pay from this  fund first,  after they have proved what they can do for community, they can get the paid from the fund,
and can apply for a 100% delegate
