If an unregistered account sends me a transaction, is it possible to get their currently active account key?

"Unregistered account" is a misnomer; the notion of owner and active keys only make sense for blockchain accounts.

The closest you can get is seeing which key a TITAN memo might have been signed with, or see what key signatures authorized the withdraw operation(s).

Id say no ... you cannot figure out if ANY address was TITAN or not ... leaving an uncertainty of 50% ..
