you're probably on a forked chain or not fully synced.

Sever network problems
When opening client (9.2) there is a message stating 'sever network problems delegate participation rate is below 60%'. So I checked bitsharesblocks.com and see that the participation rate = 99.02%.  Why the discrepancy?  Thanks in advance.
