You dont need to sync the blockchain in order to export your 0.9.3c keys. Your wallet holds your keys whatever the state of the blockchain is.

according to what I'm reading in another thread, yes you do need to be synced as far as the time of your last incoming transaction.

I would love to be corrected if I'm wrong.

Can't sync blockchain in 0.9.3c. Half of my balance is not in sync so I can't export my keys.
Client doesn't connect. "Delegate participation rate is below 60%".
What should I do? What should delegates do? Any timeframe for this problem solved?
