UIA手续费池策略
通过实验，得出结论：虽然表面上，UIA可以充当手续费，但，最终还是兑换为bts作为手续费。手续费资金池空了的话，就不能转账，不能卖出挂单。

策略:利用off_chain工具，进行日常打赏。如http://btstip.io/

长远看来：应该改进，池子空了就转收bts
