how can you force settle MPA and get the bts equivalent out of them?
Currently not available in the official GUI branch ... but afaik the devs have it working already and are currently testing ..

No it's not available yet and I haven't started development on it either. Too little time, too many things to add...

can someone please explain how the blockchain determine the Settlement price


Every witness is responsible for providing a price feed to the blockchain for these assets.  The Settlement price is the Mean of all submitted price feeds.   

A witness will gather the market prices from as many different sources as possible weighted by volume, trust,  or some other qualifier, and submit this price as often as necessary.  Every witness's process for gathering the price is a little different so it should be fairly robust. Since there are many decentralized witnesses, the settlement price should be reliable, accurate, and free from manipulation.
