According to theoretical, 1.10.23 overwrites changes of 1.10.22. So I am going to ask committee members to unvote 1.10.23 and to make another proposal soon.

Is it safe to re-enable the function only two hour after the hardfork? If not, I will re-schedule it.

To ensure that the new code and old code do not split the network, we recommend vesting balance withdrawals should continue to be frozen until the hardfork date passes.

Referral income should be corrected as soon as you connect the GUI to an upgraded witness node.  Open Ledger will have to upgrade before it shows up in normal wallets.

I just created proposal 1.10.23 ( http://cryptofresh.com/p/1.10.23 ) that re-enables withdraw vested balance at 2015/12/16 20:00 UTC (2 hours after the hardfork)
Committee members have one hour to check referral income is properly corrected, between 18:00-19:00. If not, at least one of us will unvote the proposal and it will rejected.
