Go on a forum and ask if any body would be willing to send you that amount if you paid them by paypal..
yhea .. being tipped $1 is quite "easy". But Paypal is considered a no-go for mostly every half-serious in crypto.

The easiest (while still considered safe) is to create an account at an exchange such as kraken/coinbase or do go via localbitcoin.
