Non-English for INDIA

@flaka I have added a Hindi section and made you moderator. Let me know if you want to adjust this to include all India instead of only Hindi.

We need a separate board under Non-English category for Indian people. India has 1.311 billion people as of (2015) and still growing. Our most command language is HINDI and most of the users from India would like to see their own discussion board like any other non english speaking board. I hope admin will look into this matter as soon as possible. Thank you
