Bitshares is very active, only the major items will be pulled in the main github.  You will start to see Alfredo doing work here soon.

From what I've seen github(https://github.com/bitshares ), these days development is not so active.
Does BitShares go down, or are there just few tasks?

Development is focused on building businesses on top of the platform and alliances to promote the platform.  You can't find that on github.
