Furthermore, is there a budget overview of this worker somewhere? It has specifically asked for an equivalent value of 90k bitUSD, so the time when payments in BTS happen is very crucial. Sorry for the annoyance. How much equivalent value in bitUSD was already used from this worker in your opinion? Might be that this issue reduces to plain accounting, I simply don't understand it atm.

up to now the 147k CNY for 1st Devcon was paid by myself personally, without getting any fund from still or this worker.

The time flow is like this:
Before the worker was ended in 2018, witness.still confirmed to cover the expense of bitcrab for 1st Devcon by this worker.
Then witness.still has never provided transparency for this worker in this post since that.
bitcrab and me contacted him and asked him to provide transparency and reporting of this worker to end this worker, so bitcrab can get him money back.
Request was ignored.

I confirm this. The guy who is controlling account "still" has left BTS community and rejected to spend more time on the reporting of this worker. I appreciate his contribution on this worker but it is very unprofessional to ignore the report.

There is no public information available how much funds have been spent on what. Just looking on the blockchain, BTS with an equivalent value (at the time of transfers) of 130k bitUSD have been paid out, which exceeds the asked for budget. This has been done with no clarification on the increased spendings whatsoever, or even reporting what the money has been spent on. On top of that, the escrow that was publicly communicated was only for show. The worker owner still had access to the owner key of the escrow account, and made use of it.

I don't see at the moment how funds of this worker can be re-used without calling a vote of the community. If funds are to be returned, return it by burning and not to committee.

I feel there is some misunderstanding, the above account table is for the 1st DevCon in 2018, there is no worker for it, there is a worker for the 2rd DevCon in 2019.

Generally I agree to reimburse the expense of the 1st DEVCON. 147K CNY is totally fair.

My only concern is: funds remaining in this worker are all BTS but no bitCNY, but BTS price has dropped much, it doesn't sound good to sell BTS for bitCNY at this low price.

Since committee-account has some bitCNY, I suggest that we pay bitcrab from committee-account, and send all the BTS (around 900K) remaining in this worker to committee-account and let the committee decide how to deal with it.

several weeks ago, jademont and I has discussed this issue with callmeluc, his opinion is that he has already quitted BTS and do not want to touch this worker proposal anymore, all the left issues can be handled by the escrows.

at May 2018, the preparation time of the 1st Global Graphene DEVCON, DEVCON official and callmeluc has agreed that BTS Greater China Representative will join in the organization of DEVCON, BTS Greater China Representative will pay to cover the deficit of DEVCON, and DEVCON will also be titled as the marketing activities organized by BTS Greater China Representative.

below is the accounts of payments and earnings of the 1st DEVCON, 147092 CNY deficit is there, not covered yet.



now about 900K BTS is left in the escrow account of this worker proposal - worker63fundholder, I suggest to pay the 147092 CNY deficit to DEVCON organizer and transfer the left to committee-account for further usage.

非常抱歉,一直都在外面出差,疲于奔命,工作报告和经费使用明细一直拖到现在,不过,基本所有的工作动态都通过微博实时播报过。

第一期报告中的资金使用明细已向中文区理事公开。2月份后,有两笔支出,包括一笔20万BTS的经费预支,和另一笔20万BTS用于“币东邪”一直播宣传的赞助费用,使用前已预先告知中文区理事获得许可。

第二期工作报告、后续工作计划和经费使用明细将在今明两天公布。

I am voting for this worker proposal. The team did a great job in negotiating with Asian exchanges and successfully listed BitShares. Further, the team helped exchanges like Binance with their BTS training competition. Please keep us updated on your progress!

China is important, however, please remember that we just elected an *exclusive* representative for BitShares.

I think it would be best for our community if the BTS foundation and the guys behind this new proposal get together in some form.

I would **LOVE** to support this worker, but since it is asking to 'represent' the great chinese community I actually cannot vote for it - I already support another worker (spokesperson) to represent BitShares (as a whole). Voting for another one would undermine their position significantly. At least at this point in time, I would rather want one entity to represent BitShares, not two.

If the worker proposal could be rephrased to make clear they wants to lead/support/market (whatever) the Chinese community, I would be fine ... but voting for a second representative would cause more harm than good right now ...

The only other thing I want to read more about is the escrow and how they plan to get paid 90k$. Is this the same setup that the foundation runs with buying bitUSD from the market and giving those to the freelancers - or are you asking for 90k$ worth of BitShares (if so, what would be the price for a BTS you calculated on).

And bitCrab and abit will be the escrow and governor of this proposal for both the fund use and the whole working progress.

i like this worker proposal, China is the place where bitshares is most used as far as i know and a perfect place for us to be making more businesses. I never make any input on worker proposal price as that depends on a lot of factors but i definitely think more businesses on top of our chain is what bitshares needs.

I understand the community ask for reports, some kind of reports will be needed but that will be just define a place where updates are posted regularly like on what presentations the worker  team was on, what business partners he is negotiating with, what business was convinced to came on board and so on.

I unfortunately don't know much of the people involved so i have to relay on what @bitcrab and @abitmore have to say about it.

my voting stake is very small and will not make a difference but i just voted for it. all the luck :)

I didn't see anyone with marketing experience on your proposed team, how are you planning on executing the a. and b.? What kind of offline an PR activities are you talking about?
If I understood correctly, c. and d. is what our recently elected spokesperson is supposed to do. You should really get together for coordination.

i like this worker proposal, China is the place where bitshares is most used as far as i know and a perfect place for us to be making more businesses. Since the birth of BTS, the Chinese community has always been playing a very important role. From the early promotion to the follow-up community building and application publishing, the Chinese community has made considerable contribution and drawn large traffic. Over the last three years, the trading volume of Chinese exchanges have accounted for more than 70% of the global total. Nowadays, about half of the global positions are in Chinese users’ accounts. What’s more, there are 4 Chinese committee members of BTS, and 7 active witnesses from Chinese community.

For a very long time, however, after the leaving of BM, BTS has been misunderstood as a project with “no official team, no operation, no maintenance, and no one responsible “by the ill-informed new users. Therefore, it is urgent to form a team representing official BTS, which is responsible for the project promotion, operation, and activity organization. To solve the problem, the following worker proposal is put forward.

2. Team
Head:
witness.still, Zicen, member of BTS council, a full-time blockchain worker

Team members:
the former HelloBTS team, whose members are all the early evangelists and investors of the domestic blockchain industry. They are also the depth participants of BTS, focusing on the development and expansion of the infrastructure network application based on BitShares. HelloBTS is now running the world’s largest BTS Chinese community, whose products include information center and WeChat subscription. It now owns a more-than-ten-thousand community. After selling all its exchange business in September 2017, the HelloBTS team continues to stay focus on the promotion and operation of BTS.

Once approved, we will build a team of about 10 members, which at least includes the following positions:

Head: 1,
in charge of work coordination, connecting and negotiating between important resources of all circles

Operating Officers: 2,
zhaomu8, Zhaomu, representative of OpenLedger China. In charge of communication between BTS Chinese community and BTS international community.
Alex, responsible for legal supporting and exchanges negotiations

Copywriting Group:

Work Plan:
Combine business discussion, online and offline activities to rebuild BTS’s image. In particular, seize the potential opportunities brought by the current domestic policies to attract users and large funds into BTS.

a. Launch BitShares China tour campaign. Hold at least one offline activity every two weeks to promote BTS in the major cities nationwide, focusing on Beijing, Shanghai, Shenzhen, Chengdu, Chongqing, Nanjing, Hangzhou, Suzhou, and Wuhan.
b. Launch public relation activities. Strengthen the cooperation with other communities, co-construct high-quality communities, raise the profile of BTS and expand its influence, look forward to high-quality programs online BTS Dex.
c. Strengthen communication between exchanges and investors. Try hard to list BTS on more exchanges and provide technical supporting for listing.
d. Continue to update all kinds of tutorials, analysis and promotion articles to constantly expand the scale and improve the quality of the community.

自BTS诞生以来,中文区始终扮演着非常重要的角色。从早期的宣传推广到后续的社区建设、应用落地,中文社区都贡献了相当的力量、吸引了很大的流量。在过去的三年里,中国交易所的交易量占到全球交易量的70%以上。目前,中文用户的持仓占到了全球用户的一半左右,理事会中有4名来自中国的成员,活跃witness节点中有7个来自中文社区。

然而,在BM离开后相当长的时间里,在不明真相的新用户眼里,BTS已经被描述成一个“官方团队跑路,无人运营、无人维护、无人负责”的项目。有一个BTS官方性质的团队站出来,负责对外宣传、运营推广和活动组织,已经成为一个迫在眉睫的事情。为此,我们特别提出了如下worker提案。

团队组成:
原HelloBTS团队。HelloBTS团队成员均为国内区块链行业早期布道者和投资者,同时也是BitShares深度参与者,专注于基于BitShares基础网络的应用开发和拓展。目前,HelloBTS运营着全球最大的BTS中文社区,旗下产品包括资讯站、微信公众号等,掌握了超过万人的社群资源。2017年9月,HelloBTS团队将旗下的交易所业务出售之后,将继续专注于BTS的推广和运营。

Worker提案获批后,将组建10人左右团队,其中至少包括:

负责人:1名。
负责工作协调,业内外重要资源对接联络、合作洽谈等

运营官:2名。
zhaomu8,招木,目前任OpenLedger中华区代表,将负责中英文社区对接。
Alex,负责法务支持、交易所对接。

文案组:
至少包括1名编辑、1名美工,若干自由撰稿人。

运营组:
线上运营3~5名,负责线上推广、在线答疑、问题收集和反馈。线下运营1名,负责活动组织和联络,场地安排等事宜。

三、提案详情
资金总额:9万BitUSD
持续时间:6个月
工作计划:
将业务洽谈、线上和线下活动结合,重塑BTS形象。特别是抓住目前国内政策给BTS带来的潜在机会,吸引用户、资金和流量进入。

1. 启动BitShares中国行活动。至少两周举行一次线下活动,在全国各大城市宣传推广BTS,重点覆盖北京、上海、深圳、成都、重庆、南京、杭州、苏州、武汉等城市。
2. 开展公关活动。加强与其他社区合作,共建优质社区,提高BTS知名度,最大限度扩大BTS影响力。与各大项目组加强交流,寻求优秀项目上线BTS内盘交易。
3. 加强与交易所和投资人的对接。争取上线更多交易所,并为上架BTS的交易所提供技术支持。
4. 继续更新各类教程、分析和推广类文案,不断扩大社区规模和质量。
