Yes, always was like that. I guess the fees were so small before you didn't care :)

The difference will appear in your vesting balances

At least I learn new things every day :)

Just so I understand fully, LTM still pay the full 0.45468 BTS for a transaction not the 0.09094 BTS that is listed?

You still pay the 80%, but they get put in your vesting balance. Have a look there and you will find them
