严格来讲， stealth transfer （隐私转账） 相关功能应该由 STEALTH 资产持有者（社区）提供财政支持，而不是由 BitShares 资金池支付。
因为该功能已经“打包出售”了，其主要受益者是 STEALTH 资产持有者（社区）而不是 BTS 持有者（社区）。
相关背景见 https://github.com/bitshares/bsips/issues/205 里面的讨论。该 issue 只有一位 STEALTH 持有者回应了，该持有者持有不到 STEALTH 总供应量 30% ，而其他的主要 STEALTH 持有者没有发声，目前该 issue 处于搁置状态。
在 BitShares 资金池已经支付的情况下，我个人认为 BTS 持有者（社区）有权向 STEALTH 持有者（社区）追索款项。当然，我不是律师，我的意见不一定有法律条款支撑。
如果主要 STEALTH 持有者（社区）持续不发声，可能最好的解决方案是 BTS 持有者（社区）在公平公正、合理补偿的原则下单方面作出决定，按合理价格设置回购买单，同时停止向 STEALTH 持有者（社区）分配隐私转账功能产生的手续费。
