我的意思是形成一个机制，定期发布，引导市场预期。

建议定期发布最低喂价
现在黑天鹅保护已经初见成效。建议将这种方式进行扩展，不仅仅是在黑天鹅要发生时才用。
而是要定期的发布喂价最低值，各见证人的喂价不能低于该值。
