value out is not the profit of mining a block, it is the total transaction volume included in that block.

   I found this on http://ptsexplorer.cloudapp.net/chain/BitShares-PTS
65890   2014-05-28 13:38:00   1   9.68557416   0.041   1638818.47906099   98.9669   204.229   41.6545%
65889   2014-05-28 12:19:23   1   9.68557416   0.041   1638808.79348683   98.9129   204.174   41.6679%
65888   2014-05-28 11:23:17   1   9.68557416   0.041   1638799.10791267   98.8745   204.136   41.6775%
65887   2014-05-28 09:47:14   25   1852.78680654   0.041   1638789.42233851   98.8084   204.069   41.6939%
65886   2014-05-28 07:32:56   26   5818.46698447   0.041   1638779.73676435   98.8305   203.976   41.6491%
Why value out of block 65886 has 5818 and block 65887 has 1852? I think value means the profit when a block is found. So value of block 65888-65890 is 9.68 and that's reasonable.
