Why "value out" is so different?

value out is not the profit of mining a block, it is the total transaction volume included in that block.

    Why value out of block 65886 has 5818 and block 65887 has 1852? I think value means the profit when a block is found. So value of block 65888-65890 is 9.68 and that's reasonable.
