I don't like this being an "issue" in the graphene code

I'd rather see a new repository that has a Markdown file for all proposals that contain
* a link to the actuall issue
* a link to the final pull request
* a link to a forum discussion or a github discussion
* a table to show the costs
* TECHNICAL SPECIFICATION!!!

We'll get on that and see if we can introduce a better way to handle these next week.

This proposal will charge the minimum order fee at the time the order is created. It will be refunded if the order is canceled before any part of the order is filled. A small fee will be charged to cancel orders. This order cancellation fee will be just enough to prevent spam (a fraction of a cent).
