I think the general idea behind it is very interesting.
The blockchain is a scarse resource and it should be used only for main events (like open a payment channel with a low trusted party) then almost every transaction occurs offline and if every parties are following the "rules" nothing is stored in blockchain, otherwise if someone misbehave the blockchain is used for obtaining "justice".
