How the committee members gather to discuss and make decisions?

By any means .. forum, irc, skype, whatever .. In the end they though need to
convince the SHAREHOLDERS .. no matter what they propose



Where can I find reference abut the open issues and protocol regarding the discussions and committee members votes?

I thought the user registration fee is in blockchain level.

I was refering to OPs question, which is about openledger's faucet and how they prevent spam.  not about fees on blockchain level

Hi,

the network raised the account creation fee to 95BTS to combat spam. After release, we've had alot of spam attacks, and they've stopped now.

I assume that the operator of openledger.info web wallet is finance the account registration fee.
How he avoid spam user registration?
