But it isn't in the Graphene folder, or I cannot find it. Where can I pull it?

Download the source code (bitshares-2 or graphene, not graphene_ui), compile it, the cli should be your_graphene_folder/programs/cli_wallet/cli_wallet. It needs to connect to a witness_node to work.

What exactly is the CLI?  I have graphene-ui. Is CLI something like the terminal client from bitshares 1?
