Motivation:
Plenty of funds are available as accumulated fees from the fee-pool of several committee owned assets.
This funds could be used for something, if they are held as regular assets. To get them out of the accumulated
funds pool, this proposal withdraws them into the committee-account.
In short:
 Funds will go from accumulated fees and enter the committee-account's account!
