There was discussion about reddit doing this and converting their karma system into a blockchain based token. I think the guys at voat.co were considering it too. Sounds like a good idea at first but I haven't really thought about the details.

Edit: While not blockchain based, aether is a p2p forum. Here is the github repository.

Qora is the only one I know of. I believe it allows you to have that, at least you could create your own page on their blockchain.
