what does it mean by "issue with the server'?  is this centralized?

The web wallet requires an API server to work. You can run your own API server and use that if you want.

Furthermore, registering an account costs some MUSE. A faucet should pay for this, but the faucet server seems to be down. If you find someone else to register an account for you, you don't need the faucet. Nothing centralized about that.

When I try to create an account I just get "failed to create account - unknown error".
