I will interpret the
* committee as "the economic leaders of BitShares DAC"
* the witnesses as "the technical leaders of the BitShares ledger"
* the shareholders as "the business leaders of the BitShares DEX"

That said,
-  there is not central point of failure anywhere, so the whole left side doesn't fit
- "the leader" is actually a "set of participants" with the side constraints:
  * everyone could become a leader in any of the groups above
  * the set of leaders will need to collude to do anything
  * the participants that are not in the role of leadership have the ultimate say (BTS shareholders)

Hence, if one of the descriptions in your picture fits, then it is most likely COLLABORATING with the difference that "L" should be a set of people and not a single entity!
