How does the spokesperson worker proposals compare to committee/witness based network consensus? Equal?

On-chain consensus ALWAYS outweights whatever is been or has been said by the spokesperson.
However, the job of the spokesperson should never interfere with stuff that is going on on-chain. The
BBF (as spokesperson) prefers to stay as neutral as possible, in particular w.r.t. on-chain governance.
