Why didn't the board approve bitcrab's public trading proposal?

As we all know, bitcrab has been the initiators of the open market operation proposal, and some board members have been very negative about the performance of this proposal, which I cannot understand. Even if you oppose this proposal, the 3,789bitUSD that bitcrab lent to the committee-usdoperator account in late November should be returned.

There has been a proposal sent to the committee to do exactly that. Unfortunately, not enough committee members approved that transfer.
I would think that's due to Christmas season.
