Does it cost the same to register a delegate as a it does a normal user?

It depends on the pay rate, 100% delegate costs about 60k BTS to register.  It's less for a lower pay, not sure of the exact percentage.

I'm playing around with getting a delegate set up.

But I'm on a 2g internet connection for another couple days and its terrible. the blockchain is growing it faster than I can download the darn thing, and apparently you need the blockchain synced to send an outgoing transaction.

faucet.bitshares.org seems to be acting funny for me so...
