Any pool admin that doesn't know exactly how their own pool was setup is very foolish in my opinion..

A lot of the pools I see use that open source software @ https://github.com/TheSerapher/php-mpos

It's been modified for Quark, I'm sure it could be modified for this as well

though i dont know of any good miner for this, ala the modified quark minerd

To set up/run a public pool you'll need a very fast server with a fast internet connection.
To do it reasonably well, you'll need programming knowledge.

To create a pool is no simple task.

Setting up and configuring P2Pool seems to be just a little part of it.

Probably not going to get pool software for anything less than 100 BTC. Pool owners are making a killing.
