Fix for delegate crashing issue has been found (99% certainty)

The crashes from the network code have been fixed and are undergoing final validation and clean up prior to pushing to the toolkit branch.
A fix for getting hung on certain blocks has also been found and pushed to the toolkit.

4.10 will not be a hard fork, but should clean up things for delegates.
