The easy way to do it is to issue over a normal compliant stock exchange and then use a Gateway to allow people on Bitshares to trade your stock on Bitshares and buy the legal security through the Gateway.

You can make user-issued assets but no crypto-asset platform has the support necessary to make a issue assets in a compliant way, though bitshares is closest and is working towards it.  Read:  http://bitshares.org/overstock-to-cryptostock/

Yes, the asset creation fee is about 200k BTSX.

This is meant to keep out the riff raff like we see on other AE's.
