You should consider BitCNY deposits and running BitCNY markets. This will allow to have effectively fiat markets. It will also make for a good arbitrage opportunity between Btc38 and you, driving extra volume in.

We are considering the possibility of opening a BitShares exchange but currently we do not have the adapters necessary to integrate with the BitSahres API for our accounting system. We wanted to see if there would be enough interest to justify the development costs.
