it should only when you unlock.
maybe because it wants to make the transfer since it "remembers" your click on send(?)

give your password
send after you give your password

make a wallet backup on settings > wallet > wallet backup
lock your wallet
close your browser
restart
try again

lock your account and then push the "send' button...
Is it asking for your password?  Give it and try again... 
(....experimenting because your screenshot seems ok) 

PS don't touch the permissions it should work by default...

Hi, thanks to reply.

This is the first time I try to transfert BTS outside my wallet. I've always bought from marketplaces (poloniex, bittrex) to my wallet 0.9.3 then 2.0 and receiving is ok. My account have funds (several thousands). I just wanted to try transfert a little amount for test.

Do you have funds at account from which you trying to transfer? Please post screenshot (bar your account details).
