I would argue a  big chunk of ppl don't vote because they don't want to deal with the client. So they are saying  screw it and waiting for 2.0, if they even care at all.

Why not apply this reputation to their payout.Lets say once a week the witness performance is checked.  If the witness was only 87% percent accurate for the time period, they receive 87% of their pay for the period. Pay for performance. The 13% not paid can be a net savings or used to payout a bonus to those who are 99.9% consistent over say 2 periods. This will motivate witnesses to do their job.

Well then we could split it. Influence for the winning side goes to the project and the losing side gets burned. Or the loosing funds go to a general project pool.

To keep things from getting crazy, there should also be  limiter on how much can be burned per vote. I would suggest no more than 1% of your total BTS.

10,000,000 coins = Silver
