That's the very nature of UIAs - the issuer can do whatever s/he likes with their UIA.
The only thing s/he cannot do is acquire more power / privileges retroactively.

But if you buy a UIA which allows the issuer to print it without limits - that's the risk you need to take into account.
The only thing that keeps the issuer of a UIA in check is their reputation.

How can limit the max amount , can I lock it so even I cant change it as the issuer.

Don't turn that setting on and then you won't be able to.

I uploaded few short screen recordings showing different sections of the bitshares 2.0 ui, each one in avarage not longer than a minute ,  in total 6 or 7 of them. No sound tracks , no third party logos,company names or brands, no voice and certainly no profanity, only silent videos with the pointer moving on around the screen . They flagged 6 of them inappropriate ! Youtube is filled with all that offensive,racist,sexist stuff  and they gave me two strikes in a row for silent screenshots. What do you think ?
